CEM and CHEd Collaborate for the Advancement of Maritime Education in the Philippines

CEM, the country’s pioneer and leading assessment provider was commissioned by CHEd-TPME to develop and administrate of NaMMAT.

The Center for Educational Measurement, Inc. (CEM) and the Commission on Higher Education (CHED) have recently forged a significant partnership aimed at elevating the quality and standards of maritime education in the Philippines. This collaboration was formalized through a ceremonial signing of a Memorandum of Agreement (MOA) between CHED Chair J. Prospero De Vera III and Dr. Grace H. Aguiling-Dalisay, CEM President and CEO, on February 16, 2024 at the CHED Auditorium in Diliman, Quezon City.

This agreement paves the way for the development of the National Merchant Marine Aptitude Test (NaMMAT), an assessment tool that ensures the qualification of students who enter the BS Maritime Programs. This also aligns with President Ferdinand Marcos Jr.'s directive to enhance maritime education quality, marking a significant step towards equipping future Filipino seafarers with the necessary skills and knowledge for the global maritime industry.

Other highlights of the day include the conferment of the ISO 9001:2015 Certification to CHED Maritime Education Section, Office of Programs and Standards Development, and the Oathtaking ceremony of the newly-reconstituted Technical Panel for Maritime Education (TPME) led by Administrator Sonia Malaluan of the Maritime Industry Authority.
