Qualifications

Reporting to the Information Technology Section Head, the Network Engineer is responsible for implementing, maintaining, supporting, developing, and designing communication networks within an organization with the goal of ensuring the integrity of high availability network infrastructure in order to provide maximum performance for their users. These networks can include local area networks (LANs), wide area networks (WANs), intranets, and cloud-based networks.

Qualifications

Senior Systems Analyst/Programmer

Reporting to the Information Technology Section Head, the Senior Systems Analyst/Programmer is responsible for defining, designing, testing, analyzing, and maintaining new and existing software application systems according to the Company’s standards and guidelines, with the objective of lessening the complexity of work and systemizing workflow for optimum use of resources. The job includes designing, writing, coding, testing, analyzing, and installing software programs and applications, database creation & maintenance, including user access and data/file security.

Qualifications

  • College graduate in any of the following courses: BS Computer Science, BS Computer Engineering, BS Information Technology, BS Information Systems, BS Electronics, and Communication Engineering
  • With at least 5 years of application systems development experience and at least 3 years in the use of MS SQL management systems as backend

Director for Finance

Reporting to the President & CEO, the Director for Finance is responsible for CEM's long-term financial health and growth. He/she establishes strategies that will earn profits, oversees accounting operations, produces accurate reports on where money is going within the business, improves or changes current practices to increase efficiency, manages risk, designs and implements policies, and improves financial processes.

Duties and Responsibilities

  1. Manages the overall financial plan of the organization, both short-term and long-term.
  2. Conducts profit and loss analysis.
  3. Negotiates on behalf of the Company with clients, and other businesses.
  4. Prepares and analyzes budget.
  5. Participates in developing a vision and strategic plan to guide the organization
  6. Develops ongoing support and coaching to strengthen the Finance Team's capacity to deliver on its responsibilities.
  7. Oversees and leads annual budgeting and planning process in conjunction with the President; administers and reviews all financial plans and budgets, monitors progress and changes, and keeps senior leadership team abreast of the organization’s financial status.
  8. Work with Section Heads to prepare a comprehensive budget for the Division.
  9. Reports the financial performance and Financial Position to the Office of the President and the Board of Trustees.

Qualifications

  • Must have a relevant and related Master’s degree

Reporting to the Information Technology Section Head, the Systems Analyst/Programmer is responsible for developing and maintaining new and existing software applications systems (which includes analysis, coding, and testing) according to the specifications dictated by the Senior Systems Analyst/Programmer.

Marketing Section Head

Reporting to the President and CEO, the Marketing Section Head is responsible for the overall management of the Marketing Section which focuses in the areas of (1) Marketing Plan Development and Implementation, (2) Promotional Mix, (3) Integrated Marketing Communication, (4) Market Research & Business Intelligence, (5) Brand Management (6) Client Management, and (7) Sales/ Volume Performance Analysis. He/she is also in charge of maintaining a strong and consistent brand and in strengthening market leadership through a wide range of online and offline marketing channels.

Duties and Responsibilities

  1. Prepares and monitors the Sections’ annual plans and budgets
  2. Develops and updates policies, procedures, forms, etc. of the Marketing Section
  3. Keeps a close ear on the ground to understand CEM clients/ markets as a basis for creating product value propositions & develop differentiated messaging
  4. Assigns, leads, and guides a group of technically competent personnel to ensure efficient implementation of marketing strategies
  5. Oversees and approves marketing materials/collateral
  6. Develops and manages marketing plans to meet & exceed revenue & financial health objectives, as well as deliver a winning speed-to-market solution
  7. Deploys successful marketing campaigns and owns their implementation from ideation to executions
  8. Unifies marketing communication elements, such as public relations, social media, audience analytics, business development principles, and advertising, into a brand identity that remains consistent across distinct media channels
  9. Builds strategic relationships and partnerships with key industry players, agencies, and vendors
  10. Leads the data-based strategic thinking, development, & implementation of integrated marketing schemes across products and services
  11. Measures and reports the performance of marketing campaigns

Qualifications

Information Technology Section Head

Reporting to the Director of the General Administration Division, the IT Section Head handles the information technology needs of the organization and leads the implementation of computer/automated systems to fulfill the organization’s information systems requirements efficiently, in consultation with the various stakeholders of CEM, and in accordance with the company’s standards and guidelines.

Duties and Responsibilities

  1. Assigns, leads, and guides a group of technically competent personnel to automate operational processes
  2. Prepares annual plans and budget and assesses the manpower requirements of the section
  3. Prioritizes the automation of the processes that are vital to the Company’s operation
  4. Provides technical assistance to the Company’s internal or external clients.
  5. Ensures business continuity by managing all existing automated systems in accordance with CEM guidelines and with the Data Privacy Act of 2012, implementing a disaster/recovery plan, and generating full documentation of all automated systems of the whole IT infrastructure
  6. Implements security measures to protect and secure the databases or database management software from illegitimate use and malicious threats and attacks; determines the data center’s vulnerabilities, defines and implements a road in order to mitigate them.

Qualifications

  • Graduate of any of the following courses: BS Computer Science, BS Computer Engineering, BS Information Technology, BS Information Systems, Electronics and Communications Engineering, BS Statistics (Heavy on IT training) with relevant or related Master’s degree.
  • At least ten (10) years of experience in systems/application development and 3 years of managerial role
  • Thorough knowledge in the application of the different SDLC methodologies in system development, relational databases (RDMS), database and data center management and security, cybersecurity, total quality management and statistical principles
  • Proficiency in business writing, project management, documentation, communication and risk management, and mitigation
