Director for Management Services

Primary Function

Reporting to the President, the Director for Management Services is responsible for the overall direction, coordination, implementation, execution, control, and completion of projects and programs ensuring consistency with CEM’s mission and vision, strategies, commitments, and goals. The Director for Management Services is a strategic and participative manager who will lead an internal team to support the following areas: finance, business planning, and budgeting, human resources and administration.

 

Minimum Qualifications

  • 5 years or more of progressive management experience in finance, human resources, and administration
  • University Degree or college diploma in Accounting, Business Management, Administration, and Human Resources or related field. Postgraduate degree an advantage.

Human Resources Section Head

Primary Function

Reporting to the Director for Management Services Division, the Human Resources Section Head manages the administration of the human resources policies, procedures, and programs. The HR Section Head carries out responsibilities in the following functional areas: departmental development, Human Resource Information Systems (HRIS), employee relations, training and development, compensation and benefits, organizational development, and recruitment.   • Professional in Human Resources certification preferred not required.

Research Section Head

Primary Function

Reporting to the Programs and Development Director, the Research Section Head is responsible for conceptualizing, planning, directing, and coordinating activities for the section’s research programs (i.e. educational research) in accord with CEM policies and procedures, client specifications, and sound measurement and research principles. The Research Section Head is also responsible for managing staff performance and ensuring that budget, resources, and systems and procedures are in place to maximize work efficiency.

 

Minimum Qualifications

  • At least a Master’s Degree in related field of education, testing, measurement, research, and evaluation
  • 5 years or more of progressive management experience in the field of education, testing, measurement, research, and evaluation.

Research Officer

Primary Function

Reporting to the Research Head, the Research Officer is responsible for the design, execution, monitoring, and documentation of small-scale and large-scale research programs (i.e. educational research). He/she also acts as staff-in-charge in the absence of the Head.

 

Minimum Qualifications

  • At least a Master’s Degree in related field of education, testing, measurement, research, and evaluation
  • 5 years or more of related experience in the field of education, testing, measurement, research, and evaluation
  • Strong background in research design and methodology and test administration
  • Intermediate proficiency in using spreadsheet and data analysis software (preferably MS Excel and SPSS) for data processing and analysis
  • Intermediate proficiency in using presentation software (preferably MS Powerpoint)

Network Engineer

Primary Function

Reporting to the Information Technology Section Head and/or Vice President, the Network Engineer is responsible for the maintenance and security of the IT installation.

 

Minimum Qualifications

  • Bachelor's/College Degree in Computer Science/Information Technology with focus on network engineering
  • At least 5 years of relevant experience which includes at least two (2) years in a managerial role

Knowledge, Skills, and Abilities

  • Strong understanding of network infrastructure and network hardware
  • Hands-on experience and knowledge of best practices in network security

  • Ability to implement, administer, and troubleshoot network infrastructure devices

Treasury Assistant

Primary Function

Reporting to Treasury Section Head, the Treasury Assistant is responsible for the clerical works, bank representation, delivery, and pick-up of documents and collection of receivables from member schools, clients, etc.

 

Minimum Qualifications

  • Candidate must possess at least Bachelor's/College Degree in Commerce, Finance/Accountancy/Banking or equivalent.
  • Required language(s): Filipino, English
  • With 1 Year of working experience in the related field is a plus.
  • Must be willing to adhere to early call time and  liaises with the bank
  • Skills, Knowledge, and Abilities required:
    • Basic PC knowledge and familiarity with electronic equipment (e.g. cash register, scanners, money counters etc.)

Information Analyst

Primary Function

Reporting to the IT Section Head and/or Database Administrator, the Information Analyst will work closely with ISU project teams and other units within CEM, as well as 3rd party development consultants.

 

Information Analyst directs, develops, and distributes information within our organization utilizing effective and efficient information-retrieval methods. He/she develops standard processes for organizing and disseminating reports, publications and other relevant information to targeted and interested audiences. He/she will maintain a collection of information to support the information access needs of the organization. He/she notifies the appropriate audiences about the availability of information and provides training on retrieving and accessing information.

 

He/she must have a working knowledge of relational databases, web and client-server concepts, and be able to rely on experience and judgment to plan and accomplish goals.

 

Minimum Qualifications

  • Bachelor's/College Degree in Computer Science or related discipline
  • At least three (3) years hands-on technical experience in database management/information analysis with some supervisory roles

Knowledge, Skills, and Abilities

  • Extensive knowledge of data processing, hardware platforms, and enterprise software applications;
  • Technical experience with databases, Information Systems, and user support;
  • Good background in Database design in Microsoft SQL and Access;
  • Background in Excel, Word, Outlook, and HTML;
  • Good working knowledge skills with Microsoft Office Products, Microsoft Visio, and Crystal Reports;
  • Knowledge in statistics and the use of statistical packages like SPSS is an advantage;
  • Knowledge in Microsoft .NET, Visual Basic, is an advantage;

Special Projects Assistant (Project-based Employment)

Primary Function

Under the direct supervision of the Special Projects Section Head, the Special Projects Assistant shall provide both clerical and technical support in the planning and implementation of activities related to the development of new and/or enhancement of existing programs, products, and services. 

 

Minimum Qualifications

  • Graduate of any four-year course
  • Good communication skills
  • Proficient in the use of MS Office applications, e-mail, and internet
  • Knowledgeable in office management systems and administrative procedures
  • Relevant experience is an advantage but not required
