Background on NaMMAT

The National Merchant Marine Aptitude Test (NaMMAT) is a standardized aptitude test used to assess individuals seeking admission to the Bachelor of Science in Marine Engineering (BSMarE) or Bachelor of Science in Marine Transportation (BSMT) program. It is designed to assess an examinee’s readiness for seafaring and maritime college by measuring the prerequisite skills necessary for higher-level coursework. It focuses on evaluating foundational abilities that indicate potential for future learning, rather than assessing mastery of a specific subject area or curriculum. The test is currently available in paper-based format.

The Commission on Higher Education (CHED) Commission en banc (CEB), through CEB Resolution No. 669-2022 approved the development of a national aptitude test, or the NaMMAT.  The NaMMAT is required to assess the readiness of student-applicants to undertake an approved maritime education program leading to the certification as Officers-In-Charge of a Navigational Watch or Officers-In-Charge of an Engineering Watch.

The Center for Educational Measurement, Inc. (CEM) has been authorized with managing the affairs and activities associated with the test development and test administration of the NaMMAT in coordination with CHED. With CEM’s experience as an educational testing agency, it was commissioned to develop the NaMMAT, ensure the reliability and validity of the test, and uphold the confidentiality of results and integrity of its administration.

Coverage, Cut-off Score, and Testing Fee

The National Merchant Marine Aptitude Test (NaMMAT) shall cover all incoming first-year college students and graduating Senior High School students who intend to enroll in the Bachelor of Science in Marine Engineering (BSMarE) or Bachelor of Science in Marine Transportation (BSMT) programs.

The NaMMAT does not employ a pass-or-fail system. Each Maritime Higher Education Institution (MHEI) shall determine its own cut-off score, which must be submitted to the concerned CHED Regional Office (CHEDRO) and published on the official website of the institution.

The October 2025 NaMMAT shall be administered free of charge.
