Government - Commissioned Tests

The Center for Educational Measurement is the accredited testing administrator of the National Medical Test (NMAT) and the Philippine Law School Admission Test (PhiLSAT).

As the administrator for these national tests, CEM has the following capabilities:

  • Development of an online registration system to facilitate application, payments, room assignment, distribution of downloadable examination room passes, and online release of test results
  • Development of test specifications, performing of item analysis, scaling, and test research
  • Production and release of practice tests to guide examinees in their review and to provide them with an opportunity to simulate the testing procedure.
  • In-house production of test materials (booklets, answer sheets, test administration manuals, test site feedback forms, and others)
  • Securing test development, production, distribution and transport of test materials
  • Recommendation and execution of procedures for verifying examinee identity during test day
  • Implementation of standardized test administration procedures guided by test administration manuals
  • Deployment of qualified and trained testing personnel to monitor and prevent prohibited materials and behaviors during test day
  • Securing and automating correction/scoring processes using high-speed optical mark readers and proprietary scoring programs developed by in-house programmers
  • Distribution of test results in electronic and print form
