The Use of Performance Indicators in the Evaluation of Educational Systems

Dr Mangahas, Senior Vice President of the Development Academy of the Philippines, explored possible indicators for assessing the performance of schools. Suggested criteria for evaluation were: effectivity, efficiency, equity and efficacy. Indicators such as enrollment rate, literacy rate, student performance, pupil-teacher ratio and teachers' salary were briefly discussed. The reader / audience is reminded of the need for adequate operational definitions of such indicators and of the need to look at the results of such indicators in the context of the school's resources and objectives.

Alternative Strategies in Admission Testing

Dr Mateo, President of Polytechnic University of the Philippines (PUP), highlighted the need for alternative strategies to current admission systems for higher education. Specific alternatives were not suggested; instead Dr Mateo discussed important points that must be considered in coming up with a matrix of admission procedures that best responds to present issues. Such issues include the bias of the current system against financially disadvantaged students, or students with not-so-competitive pre-college preparation, and students taking up courses that do not necessarily match their abilities. The admission and retention methods of PUP were presented to illustrate how innovations in selection procedures may be introduced.

Uses of Testing for Professional Accreditation

Professional Regulation Commission
Atty Tanopo, Jr., the Associate Commissioner of the Professional Regulation Commission, discussed the role of testing in professional regulation. First, he provided the legal basis and objective of regulating professional practice. Then he explained the nature and scope of the role of the Professional Regulation Commission as an agency that sets standards for professional practice. Finally, Atty Tanopo, Jr. described the functions of testing: one function is initial certification, which entails accrediting professionals on the basis of requisite knowledge and skills to practice their profession. The second, often forgotten, function is continuing review of the competence of individuals who practice their profession. Atty Tanopo also described additional uses of testing for professional accreditation.
